VS UTILITY ProjectReference should disallow ReferenceOutputAssembly
Hello,
I have an issue while generating a VS project for a proprietary platform.
fatal error C1192: #using failed on 'C:\...\ZERO_CHECK.winmd'
There is already a condition to prevent ProjectReference to INTERFACE_LIBRARY

I made an easy fix :
if (dt->GetType() == cmStateEnums::UTILITY) {
continue;
}
What do you think ? Should I fill a pull request ?
Edit : this may also fix this issue : #17772 Note that my project is C++-only.
