Add cmGeneratorExpression::Split() API.

It can split a string like

 "A;$<1:B>;$<1:C>;D;E;$<1:F;G;H>;$<1:I>;J"

into

 "A" "$<1:B>" "$<1:C>" "D" "E" "$<1:F;G;H>" "$<1:I>" "J"
