Fedora 41 no longer provides Python 2, so drop the corresponding tests.

Fedora 41's flang package is missing the omp_lib.mod file (see Fedora Issue 2321571), so disable the LLVMFlang OpenMP test.

Fedora 41 comes with Sphinx 7.3, which fixes the html search problem motivating !8700 (merged), so revert that.
