ctest: remove CTEST_FULL_OUTPUT

Ben Boeckel requested to merge ben.boeckel/cmake:remove-ctest-full-output into master

Always keep all output. Analyzing results from tests with truncated output is annoying at best because you have to either go find the original build and find the full output there or modify the test to output CTEST_FULL_OUTPUT.

This should probably wait for 3.10.
