FindOpenCL: Add support for version 3.0

In my projects I use some specific features of OpenCL 3.0. So it's very natural to require from make system to detect exactly OpenCL 3.0. I used to 'hack' FindOpenCL.cmake this way. I hope, it's time to put it into release.
