Help: Clarify permission-related command options

Craig Scott requested to merge craig.scott/cmake:commands-file-permissions into master

Permission-related functionality was added to configure_file() and file(GENERATE) in !5320 (merged) and !5437 (merged) respectively. Tighten up and clarify the documentation of both, add missing "versionadded" details and address some minor code and test nits.
