Intel/DPC++: Adding Exception Handling /EHsc to dpcpp.exe on Windows

After DPC++ compiler identification was merged (!5255 (merged)), CMake no longer adds /EHsc to compiler options which results in compiler fails for DPC++ code on Windows.
