FindBLAS,FindLAPACK: Add support for FlexiBLAS

In the Fedora Linux distribution FlexiBLAS is now the preferred implementation of BLAS ans LAPACK when packaging software. This merge request adds support for FlexiBLAS to FindBLAS ans FindLAPACK.
