Allow CodeBlocks for NMake Makefiles JOM

Konstantin Podsvirov requested to merge podsvirov/cmake:codeblocks-nmake-makefiles-jom into master

The "NMake Makefiles JOM" generator very similar as "NMake Makefiles" generator.

I try it with QtCreator on Windows and it is work for me.

This change will simplify multi-threaded building of projects.

I have prepared this change is to merge with the release branch.
