IAR: Generalize and add support for IAR RX compiler

Modules: Added support for the IAR RX compiler. Added CMAKE__COMPILER_ARCHITECTURE_ID in the compiler identification message. Compiler: Added support for the IAR RX compiler. Generalized IAR support to make it easier to add new compilers. IAR internal platform version now used instead of compiler version.
