VS: Support the new XML Visual Studio solution file format .slnx format

There is a new much simplified Visual Studio XML format, finally! It is called a .slnx file. It is is hugely easier to understand and probably to generate as well. Still in Preview as of 17.10 Preview 3, but it looks great so far.
