Bump version of moderncmakedomain sphinx extension

Related to: #24076 (closed) https://github.com/scikit-build/moderncmakedomain

It seems as if the release process has to be run in order to update this extension to use at least the 3.26.0 cmake release in order to get the fix for folks doing parallel reading!
