HIP: Add support to the Visual Studio generators

HIP having extensions available for VS 2017-2019-2022, CMake should no longer refuse to generate project files when the HIP language is enabled.

(While I've not had to cook up similar features, support likely can't differ much from the initial CUDA support for VS CMake picked up 5 years ago.)
