ExternalProject: CMP0135 NEW behavior breaks autotools builds

As reported in !7137 (comment 1219772) and !7137 (comment 1251779), autotools source tarballs rely on timestamps to correctly configure their project. Under policy CMP0135's NEW behavior, every ExternalProject_Add call that builds an autotools project needs to have DOWNLOAD_EXTRACT_TIMESTAMP ON explicitly added.
