CUDA: Support CUDA_ARCHITECTURES all and all-major on Visual Studio generators

Supporting it on Visual Studio with the current setup turned out to required an additional custom MSBuild invocation to obtain the compiler version, which would be significant extra complexity and increase configuration times.

By implementing #23161 (closed) we should be able to avoid this supporting VS generators would be no different from others.
