cmake -E should support a write_file / append_to_file command

Currently, one can use the cmake -E cross-platform shell-like operations mechanism to create a file, and to touch an existing file, but not to append content to a file (nor overwrite it). Why?

I suggest the ability to write to a file be added, with one or both of "write_file" and "append_to_file".

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
