Document build instructions for CMake itself
It seems that we don't have prose documentation for how to build CMake itself beyond the basics. We should probably document cache variables and required packages (in the abstract and concretely for common platforms).
For inspiration, VTK's build.md might be useful.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
