CheckIPOSupported does not check if exe runs

Hello. CheckIPOSupported method today is too weak. Please install latest mingw-w64-x86_64-gcc version 10.2.0-6 on windows. This version has broken LTO support (executable segfaults), but CheckIPOSupported succeeded.

Please improve CheckIPOSupported by running created executable (if current platform can run executable).

For example please refer the following files: CheckIPO.cmake and IPO.
