VS: ReferenceOutputAssembly not set anymore when referencing a C++ project from a C# project

In our project we are referencing an unmanaged C++ project from within a managed C# project. So the ReferenceOutputAssembly MUST be false, but it is just not set at all anymore and this seems to make a big difference at least in Visual Studio 2017 (15.9.24). This is broken since CMake 3.16.0, but still worked in CMake 3.15.7. I also tried the latest CMake 3.18.x nightly build from July 13th, because of a recent change, but with no luck.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
