add_subdirectory: EXCLUDE_FROM_ALL now affects "all" within subdirectory

CMake 3.14 changed the EXCLUDE_FROM_ALL behavior via !2816 (merged) for #17149 (closed). The change was thought to be backward compatible but at least one case has been identified where it is not. It has been reported on our mailing lists:
