Regenerating solution forces every project to re-build

We have a visual studio solution generated through cmake. This solution it's very big and it takes a long time to build. Changing any cmake flags after the first "clean" build forces every project to rebuild (~15 minutes!). This is a massive slow down in development as well as very annoying. The output files, PDBs and intermediates are all still there and the source code has not changed.

Does anyone have a clue on why this happens?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
