downgrade from `cmake-3.14.0-rc2-win64-x64.msi` to `cmake-3.13.2-win64-x64.msi` removes /bin directory

Have tried to downgrade to test an issue and found this. Needs to run the installer again to repair the missed directory.

OS: Windows 7 x64

The same issue found for: 3.13.2 -> 3.12.3 -> 3.11.2

For the 3.11.2 -> 3.10.0-rc3: the directory is not removed, but cmake.exe executable is absent

For the 3.10.0-rc3 -> 3.9.1 -> 3.14.0-rc3: the issue is NOT present
