VS: v141 toolset installed by VS 2019 does not work

Error: No CMAKE_CXX_COMPILER could be found.

if given v141 or llvm as possible toolsets. I also installed a costum llvm_19 toolset in the VCTargetsPath of VS2019. This did also not work with cmake. Selecting the toolsets and compiling with them in VS works just fine.
