Provide dependency file generation for C/C++ TI-Compiler

All TI-Compilers support the generation of dependency files (depfiles) during compilation. Some build-system i.e. "Ninja" are using these depfiles for there internal dependency graphs.

We can set the CMAKE_DEPFILE_FLAGS_CXX and CMAKE_DEPFILE_FLAGS_CXX during the C/C++ compiler identification.
