HP-UX support dropped by CMake 3.10

CMake 3.10 will require both C++11 and libuv to build. Neither of these works on HP-UX, so unfortunately we need to drop support for the platform until someone can get them working. I'm opening this issue as a placeholder for discussion and to reference from corresponding error messages.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
