Add "cmake -E patch" command line option and "file(PATCH)" command

The following issue was closed just with a note "Unlikely to be implemented." #15244 (closed)

However having a OS independent patch ability inside of cmake would be a very important feature for the "ExternalProject_Add" functions. Thus I reopen a similar request to start an discussion about why it should be implemented or not?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
