Fail to find Protobuf DEBUG libraries

With 3.7.1 (and some older versions) cmake fails to find protobuf debug libraries. Only release files are found.

It seems that the "FindProtobuf.cmake" do not search for the good name pattern.

The search pattern for debug files must be "libxxxx d .lib"

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
