Xcode Generator does not pass include directories to GNU Assembly files

While fixing #15687 (closed) with commit 93ac2a78 a regression was introduced. While the patch works for C, C++, and Swift it does not for GNU Assembly files. This is because there is no Xcode property to declare GNU Assembly flags.

We need to partially revert the aforementioned commit.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
