Visual C++ 2015 Generator with Windows7.1SDK toolset fails with error MSB4030

This is a continuation to #15986 (closed) which resolves the issue only for vs specific toolsets.

When running: -G "Visual Studio 14 2015" -T "Windows7.1SDK", it fails with:

C:\Program Files (x86)\MSBuild\Microsoft.Cpp\v4.0\Platforms\x64\Microsoft.Cpp.x64.Targets(303,9): error MSB4030: "Debug" is an invalid value for the "GenerateDebugInformation" parameter of the "Link" task. The "GenerateDebugInformation" parameter is of type "System.Boolean".

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
