On Linux, `file(TO_NATIVE_PATH)` adds `\` before spaces. This ends up as
part of the path when autogen gets the paths back out. Since the
`TO_NATIVE_PATH` conversion was initially added for Windows backslash
conversion, restrict its usage to there.
