Prior to this commit, the mesh session was not properly being
loaded into ModelBuilder even when its plugin was loaded. This
commit transfers the SMTK_ENABLE_MESH_SESSION cmake flag to
the smtk library, ensuring that its plugin is properly loaded
at runtime.

On some systems, major and minor are defined as macros. If this is one of
those systems, undefine these macros before defining the static methods
of smtk::common::Version.

We never built with it and it has different semantics for invaliding
iterators which could cause issues if anyone ever decided to use it.

Some instances were missed here due to those not being compiled with the
build settings I used; they can be picked out a lot easier now though.

The Python bindings are now always provided by it.

Now that Shiboken is not supported, the blocks aren't necessary.

This MR creates the UI components for the terrain extraction(TE)
operator. A custom view as smtkTerrianExtractionView is added and
a new extension VXL is introduced.

This allows the robot to enforce formatting and fix formatting issues
automatically.

If `-std=c++11` is not included in `try_compile` commands,
then the default libc++ headers do not include `std::bind`.
This causes problems for the Capstone session.

These were handled specially before for a reason.

This commit fixes the issue where consecutive calls to "make" result in a
constructive build of smtkCorePython. This commit does NOT fix the issue
where Shiboken's ordering for class initialization is random (and sometimes
non-functioning).

This expands genex include paths properly.
