Dependencies on SMTK were failing find_package(Remus)

Ensure the tutorial code is built so it does not continue to break.

This removes all mention of shiboken and qt4.
It also removes the hydrology app bundle, as master should
no longer require separate apps for separate workflows.

This can be reverted once `master` no longer needs it.

CMake only cares whether the variable is set; it does not care about the
value of it, so don't set it if we're not using.
