Robosense RS16 timestamp issue

When replaying a PCAP file, the timestamps of points within the same frame change each time. For example, in frame 64, the first point's timestamp is different on each replay. This inconsistency is unexpected and may indicate a bug in the timestamp generation or replay process. Relevant question can be found here.
