[refact] yaml-cpp library is now optional
- Use lidarview option LIDARVIEW_USE_YAMLCPP to activate it
- Add two vtk modules LidarView::CommonYaml and LidarView::IOYaml
- Remove unused FileSeriesUtils, archived in https://gitlab.kitware.com/LidarView/archiveunusedmodules/-/merge_requests/9
