forgot to update the tcl version

Exclude ThirdParty, Utilities/MetaIO, and Utilities/KWSys as these
are maintained outside VTK.

Move source files from their former monolithic VTK location to their new
location in modular VTK without modification.  This preserves enough
information for "git blame -M" and "git log --follow" to connect
modularized VTK files to their original location and history.

     (row 0 top, col 0 lhs) type. The updated TIFF reader parses this tag and
     sets the internal TIFF image orientation accordingly.  To overwrite this
     orientation with a vtk convention of ORIENTATION_BOTLEFT (row 0 bottom, col 0 lhs ),
     invoke SetOrientationType method with parameter value of 4.

ENH: added convertor script to convert tcl tests to python. Python tests are converted when python wrapping is enabled. Also includes minor changes to some tcl scripts so that they can be translated to python faithfully.

ENH: reparent vtkInteractorStyleTerrain with vtkInteractorStyle (and update it), move it to Rendering, add test
